Tiny rocking chair, Sue Hoeltge, 1983. Scale?

A little rocking chair by artisan Sue Hoeltge, made in 1982.  It has a checked red and white houndstooth seat but the red is not quite the same as on the ottoman that I also have for sale.  I'm not sure what scale this is - it seems between 1:24 and 1:48 to me, so perhaps is meant as a child's chair?

13/16 inch (2.0 cm) wide, 1 1/16 inches (2.7 cm) deep and 1 5/16 inches (3.3 cm) tall.
